El cambio es una constante y el Centro Interdisciplinario de Estudios del Litoral (CIEL) no es la excepción a la regla. El centro comenzó como una unidad dedicada al análisis de las áreas marinas protegidas. Esa continúa siendo una de nuestras áreas focales. Sin embargo, ese paso inicial evolucionó en una agenda compleja que incorpora la investigación sobre los ecosistemas. Las pesquerías, los asuntos costeros y la gobernanza, desde la perspectiva de la dimensión humana. Este es un momento auspicioso. Hemos finalizado nuestro plan estratégico, comenzamos una colaboración con el Programa de Colegio Sea Grant de la Universidad de Puerto Rico y tenemos el apoyo pleno de la Facultad de Artes y Ciencias y el Departamento de Ciencias Sociales de Recinto Universitario de Mayagüez. El futuro se nos muestra brillante y hay muchas oportunidades de trabajo en colaboración con otras instituciones y diversos proyectos. La investigación interdisciplinaria sobre la dimensión humana en el análisis de los ecosistemas marinos y costeros es nuestra fortaleza. La comprensión de la relación entre la sociedad y el medioambiente es esencial para el desarrollo de una verdadera estrategia de gestión ambiental basada en el ecosistema que mueva hacia delante la conservación. Este blog es un foro para la presentación, debate e intercambio de ideas, visiones, comentarios, análisis y resultados de investigaciones sobre la experiencia humana en los ecosistemas costeros y marinos. We started the center as a unit devoted to the analysis of Marine Protected Areas. That remains as one of our focus areas. However, that initial step evolved into a complex agenda that also incorporate research on ecosystems, fisheries, coastal issues, and governance, from the perspective of the human dimension. This is an auspicious moment. We finalized our strategic plan, started a joint venture with UPR Sea Grant, and have the full support of the College of Arts and Sciences and the Department of Social Sciences at the University of Puerto Rico in Mayagüez. The future is bright, and the opportunities are endless in terms of partnerships and projects. Research on the human dimension of coastal and marine ecosystems, from an interdisciplinary perspective, is our forte. Understanding human societies and their interface with the environment is essential in developing a true ecosystem-based approach to management, and move forward with conservation. This blog is a forum for the presentation and exchange of ideas, views, comments, analyses, and research findings on the human experience in coastal and marine ecosystems. P.S. The world’s major coral reef science meeting, the International Coral Reef Symposium (ICRS), is held every 4 years. The ICRS is devoted to the best reef science available, with the purpose of sharing scientific findings with government agencies, resource management, and non-government organizations throughout the world. From July 7 to 11 over 2,000 coral reef researchers, managers, students and other stakeholders will participate in 26 mini-symposia. The overall theme for the 11th International Coral Reef Symposium is Reefs for the Future.

Students!  GCFI has increased travel awards to $1000 this year!

GCFI is pleased to offer this year two US $1000 travel awards to attend the 61^st GCFI conference in Gosier, Guadeloupe, French West Indies. All full-time students planning to give an oral or poster presentation are eligible to apply for these awards.  Full details and application procedures can be found at http://www.gcfi.org/StudentAwards/StudentAwards.htm. Completed applications, with all supporting paperwork, should be sent to studentawards@gcfi.com, and must be received by the Student Awards Committee by July 1, 2008.  Students will be notified of acceptance/rejection by August 1, 2008.  Note that to apply for this award, an abstract must be submitted to GCFI by the July 1 deadline.  Students applying for a Travel Award are also eligible to compete for the Outstanding Achievement Awards.

La reunión se llevará a cabo en el ARAWAK HOTEL, el cual se encuentra localizado en Gosier, Guadalupe, Antillas Francesas . Los temas que se sugieren para esta 60ava reunión incluyen:

• Recursos costeras versus degradación del hábitat – Sesiones Especiales
• Biología, Ecología y Evaluación de Peces Arrecifales

SESIONES ESPECIALES:

Dos sesiones especiales han sido contempladas para la 61ava reunión del GCFI:         

• Recursos costeros versus la degradación del hábitat – Un simposio de medio día será dedicado a presentaciones y  discusiones científicas. Las preguntas abordadas en esta sesión serán:

1) ¿de qué manera y en qué medida la degradación  de los hábitats puede afectar los recursos?

2) ¿recíprocamente, qué impacto puede tener la sobre-explotación de los recursos sobre la estabilidad de los hábitats costeros? (Más información acerca de esta sesión se puede encontrar en la página web de la conferencia)

• Agregaciones de Reproductivas de Peces Manejo y Conservación – Un simposio de medio día será dedicado a presentaciones y  discusiones científicas acerca del manejo y la conservación de agregaciones de peces. Esta sesión de medio día es auspiciada por la Sociedad para la Conservación de Agregaciones Reproductivas de Peces (SCRFA, www.scrfa.org). 

TALLER DE TRABAJO:

ParFish (Participación en la Evaluación de los Recursos Pesqueros) – un método de evaluación de pesquerías recientemente desarrollado, el cual esta dirigido a obtener información sobre el estado del recurso en situaciones donde los datos son limitados o no existen. El método de ParFish tiene utilidad particular en pequeñas pesquerías costeras y artesanales, en donde la información que puedan proveer los pescadores es necesaria.  Se puede pensar o considerar a ParFish como una herramienta de manejo, el cual potencialmente proporcionará un punto de partida para estimar el estado actual de un recurso cuando la información es previamente inasequible y como método capaz de incorporar diferentes fuentes de información, incluyendo las apreciaciones del pescador en el manejo del recurso. El cupo estará limitado a los primeros 35 participantes que se registren. Por favor visite la página Web del GCFI para registro y mayor información. Este taller de trabajo es auspiciado por Nacional Marine Fisheries Service (NMFS) y MRAG Ameritas.

Resúmenes

El resumen de los trabajos que deseen ser presentados en la 61ava reunión del GCFI deben ser recibidos antes del 31 de Julio de 2008.

Los resúmenes  serán aceptados en inglés, español y francés. LOS TRABAJOS EN FRANCÉS O ESPAÑOL DEBEN ESTAR ACOMPAÑADOS CON UNA TRADUCCIÓN AL INGLÉS DEL TÍTULO, el resumen y las palabras claves. Los resúmenes en inglés deben estar acompañados con su respectiva traducción en español y Francés Sin embargo si hacer la traducción al Francés es problemática por favor contacte al Comité de Programas (abstracts@gcfi.org) para  conocer que alternativas son disponibles. El número máximo de palabras aceptado en el resumen será de 250 (275 en español y frances). Los resúmenes deben ser enviados utilizando el portal de registro del GCFI Portal del Usuario.

Toda presentación oral requiere que se entregue el manuscrito en el formato apropiado antes de su presentación en la reunión. Las presentaciones en la modalidad de carteles no requieren la entrega de un manuscrito (aunque también serán aceptados).  Estudiantes que desean competir para las becas de estudiantes deben entregar  el manuscrito para su publicación en las memorias del GCFI al momento de iniciarse la reunión anual. Premios Para Los Estudiantes

GCFI ofrece dos becas de viaje, por un valor de $750 cada una, para aquellos estudiantes calificados que así lo soliciten.  Esta beca les podrá ayudar a cubrir los costos de asistencia a la 61 ava reunión del GCFI en Govier, Guadalupe. Los estudiantes interesados deben hacer su solicitud, antes del 1ro de Julio de 2008, consignando todos los requisitos para su aplicación. Los estudiantes seleccionados serán notificados el 1ro de Agosto.  Las instrucciones y  los requisitos necesarios para la elegibilidad de las becas están en la página: http://www.gcfi.org/StudentAwards/StudentAwardsEsp.htm. Los estudiantes que soliciten y ganen una de estas 2 becas, también podrán competir por el Premio a la Mejor Presentación de un Estudiante, el cual se entregará en el mismo evento. Los estudiantes que ganaron este premio el año pasado, no podrán aspirar a competir por una Beca de Viaje para esta 61ava reunión.

El GCFI ofrecerá dos Premios a la Mejor Presentación de un Estudiante, los cuales cubrirán todos los gastos para atender la siguiente reunión del instituto. Los estudiantes que deseen ser considerados para estos premios deben indicar su interés en participar al momento de someter el resumen de su presentación y deberán someter todos los requerimientos exigidos antes de la fecha límite de presentación de resúmenes.  Los criterios para evaluar las presentaciones de los estudiantes se pueden encontrar en la siguiente página electrónica: (http://www.gcfi.org/StudentAwards/StudentAwardsEsp.htm). Note que para ser elegible a este premio, el estudiante debe someter un manuscrito, independientemente que su presentación sea oral o en cartel. Los ganadores de estos dos premios serán anunciados el ultimo dia de reunión (viernes).

Inscripción

El registro se puede hacer electrónicamente usando del Portal del Usuario Portal del Usuario.   

El último día para inscripciones tempranas a través de la Internet es el 15 de Septiembre. El costo de la inscripción temprana es US$ 150 (US$ 75 para estudiantes).  El costo de la inscripción después del 15 de Septiembre será  US$ 200 (US$ 85 para estudiantes). El costo de la inscripción en el lugar de la conferencia (Govier, Guadalupe) será US$ 225 US. Por favor, visite la página electrónica de GCFI (www.gcfi.org), a fin de informarse sobre los costos para inscripciones por día de reunión.

OF THE 61ST GULF AND CARIBBEAN FISHERIES INSTITUTE

NOVEMBER 10 – 14, 2008

The 61ST Annual meeting of the Gulf and Caribbean Fisheries Institute will be held at the ARAWAK HOTEL in Gosier, Guadeloupe, French West Indies.

TECHNICAL SESSIONS

Papers and posters are solicited in the following themes:

• Biology, Ecology, and Assessment of Reef Fishes,
• Biology, Ecology, and Assessment of Invertebrate Marine Fisheries
• Fish Spawning Aggregations
• Management and Socio-Economics of Marine Fisheries: Contributions on the following two topics are proposed. These are not exclusive of other subjects:

1. Economic assessment of reef uses: small scale commercial, recreational fisheries, ecotourism and other services provided by the reefs ecosystems.

2. Fisheries management plans: examples and perspectives for the management of ecosystem in the Gulf and Caribbean area.

POSTER SESSION

The poster session/reception will be held on the evening of 11 November.

SPECIAL SESSIONS

Two special sessions are planned for the 61st GCFI:

• Coastal Resources versus Habitat Degradation – This special session will be comprised of scientific presentations and discussions on issues focusing on  coastal resources and habitat degradation. The questions addressed by this session will be:

1. in what way and to what extent does habitat degradation affect the resources?

2. Conversely, what impact does over-exploitation of the resources have on the stability of coastal habitats? (more information about this session may be found on the conference web page.)

• Reef fish spawning aggregations ―  Sponsored by the Society for the Conservation of Reef Fish Aggregations (www.scrfa.org), this half-day session on spawning aggregations and aggregating species will specifically focus on management experiences and problems, and outreach and education needs in relation the management and conservation of aggregating species. Presentations are open to all participants.

SPECIAL WORKSHOP

ParFish (Participatory Fisheries Stock Assessment) ― this recently developed fisheries assessment method is aimed at obtaining information on stock condition in situations where data are limited or completely absent. The ParFish method has particular utility for small, artisanal coastal fisheries and where fisher input into management is desired.  Participation in this workshop will be limited to the first 35 registrants.  Please see the GCFI website for registration and more information.  This workshop is sponsored by National Marine Fisheries Service (NMFS) and MRAG Americas.

ABSTRACTS

Abstracts for the 61st GCFI are due July 31, 2008. Abstracts will be accepted in English, French, and Spanish. THE PRIMARY LANGUAGE OF THE ABSTRACT MUST BE ACCOMPANIED BY TRANSLATIONS OF THE TITLE, ABSTRACT AND KEY WORDS IN THE OTHER TWO LANGUAGES. If obtaining a French translation is problematic, please contact the Program Committee (abstracts@gcfi.org) so that alternative arrangements can be made. Abstracts must not exceed 250 words (275 for Spanish and French).  Abstracts must be submitted using the secure Online abstract Submission Form found in the User Portal.

Acceptance to present within an oral session requires submission of a full and complete manuscript in the proper format prior to presentation at the meeting. Poster presentations do not require submission of a manuscript (although they are enthusiastically accepted). However, students wishing to compete for the student awards and who are presenting an oral OR poster presentation are required to submit a manuscript for publication in the GCFI Proceedings at the meeting. STUDENT AWARDS

GCFI is offering two travel awards of $750 each to eligible students to help offset travel costs to the 61st GCFI in Gosier, Guadeloupe. The deadline for students applying for these awards is July 1 for abstracts and all supporting paperwork.  Students will be notified of acceptance/rejection by August 1.  Complete instructions and eligibility requirements for the travel awards are on the GCFI web page at:

http://www.gcfi.org/StudentAwards/StudentAwards.htm. Students may apply for a travel award and for consideration for the Student Achievement Award in the same year.  Students who received a Student Achievement Award at the 60th GCFI are not eligible for a travel award to the 61st GCFI.

GCFI will offer two Student Achievement Awards which will cover all expenses to the subsequent conference.  Students must meet the abstract deadline to be eligible for the Student Achievement Awards. Students wishing to be considered for these awards must indicate their interest at the time of abstract submittal on the abstract submittal form. Eligibility criteria for the Student Achievement Awards can be found at: (http://www.gcfi.org/StudentAwards/OutstandingAward.htm). Note that a manuscript of the talk/poster must be submitted at the meeting to be eligible for this award.  Students who applied for the award when submitting their abstract may withdraw from consideration of the award by the first day of the conference. Winners of these awards will be announced on Friday at the end of the conference. Please check the website (www.gcfi.org) for other Student Awards.

REGISTRATIONS

Registrations can be made online at http://www.gcfi.org . Early registration (until 15 September) for the meeting is US$150 ($75 for students); late registrations after 15 Sept are $200 US ($85 Student).  Registrations at the door are $225.  Check the GCFI website (www.gcfi.org) for registration rates for daily participation.

Everyone registering automatically is a member of GCFI and will receive a copy of the GCFI Proceedings from the meeting when published. Registration is available online.  Onsite registrations may be made with a credit card, check, money order, or US currency. Other arrangements may be made by contacting registrations@gcfi.org.

The swells and waves generated by a massive Atlantic Ocean storm during March 2008 (See previous blog entry) significantly impacted populations of Elkhorn coral in Puerto Rico. Following a rapid evaluation in 4 MPAs where Elkhorn corals abound, significant fragmentation, colony dislodgement and overturned colonies were documented in a report by the Puerto Rico DNER/NOAA Acropora palmata project (download 2008 report). Qualitative descriptions were made at Mona Island Natural Reserve (NR) while quantitative assessments were conducted at Arrecifes de Tourmaline NR, Arrecifes de la Cordillera NR and Tres Palmas Marine Reserve. Other surveys with similar findings were conducted in Vega Baja by Dr. E. Hernández-Delgado of the Coral Reef Research Group of the University of Puerto Rico, Río Piedras.

One of the main conclusions was that many Elkhorn colonies were seemingly unaffected and smaller broken fragments were already attaching to the substratum. However other fragments and some large colonies were transported by waves and currents to unsuitable habitats (e.g. sandy areas or shaded areas) where survival chances are minimal. Another impact observed was the accumulation of debris on branches of Elkhorn coral, a problem previously addressed by a community-based restoration project conducted in the Mona Channel Islands (download 2004 report). Mitigation and restoration activities to address these impacts could include debris removal by local experts, loose fragment relocation, fragment re-attachment and long-term monitoring of naturally attached fragments.

Impactos de las marejadas en poblaciones amenazadas del coral Cuerno de Alce de Puerto Rico

Las marejadas y olas generadas por la tormenta masiva en el Océano Atlántico durante marzo del 2008 (ver reseña anterior) impactaron significativamente a las poblaciones del coral Cuerno de Alce de Puerto Rico. Luego de una rápida evaluación en 4 AMP donde abunda el coral Cuerno de Alce el proyecto de Acropora palmata del DRNA de Puerto Rico y NOAA se encontró fragmentación de colonias al igual que colonias arrancadas de sus bases y volteadas (descargar el informe del 2008). Descripciones cualitativas se llevaron a cabo en la Reserva Natural de Mona, mientras datos cuantitativos se recopilaron en la RN Arrecifes de Tourmaline, RN Arrecifes de la Cordillera y la Reserva Marina Tres Palmas. Una evaluacion similar se llevó a cabo en Vega Baja por el Dr. Hernández-Delgado del Grupo de Investigaciones de Arrecifes de Coral de la Universidad de Puerto Rico, Río Piedras.

Una de las conclusiones más sobresalientes es que varias colonias de Cuerno de Alce no parecían haberse afectado y muchos de los fragmentos generados estaban comenzando a fijarse naturalmente. Sin embargo otros fragmentos y algunas colonias grandes fueron transportados por las olas y corrientes a áreas menos aptas para su sobrevivencia (por ejemplo áreas arenosas o sombreadas). Otro impacto significativo fue la acumulación de basura en las ramas del coral, un problema que fue resaltado anteriormente por un proyecto de base comunitaria para la restauración de corales en las Islas del Canal de la Mona (descargar el informe del 2004) . Actividades de mitigación o restauración para atender los impactos de estas marejadas pueden incluir la remoción de basura por expertos locales, relocalizar fragmentos, fijar fragmentos artificialmente y el monitoreo de la sobrevivencia a largo plazo de los fragmentos que se fijaron naturalmente.
